What is a technology innovation voucher
Technology Innovation Voucher refers to a fiscal subsidy certificate that supports technology-based enterprises in purchasing corresponding technology innovation services from science and technology service institutions through a post-subsidy mechanism of fiscal funds. This innovation voucher is implemented in a manner whereby the enterprise first pays the full service fee upfront, and after the service is completed, the verified amount is reimbursed to the enterprise.
Enterprises that are registered in the National Information Database for Technology-Based Small and Medium-Sized Enterprises;
High-tech enterprises within their validity period with an annual sales revenue of less than RMB 200 million in the previous year;
Incubating enterprises located in science and technology enterprise incubators, university science and technology parks, or maker spaces at or above the provincial level.
Sharing of Large-Scale Scientific Instruments and Facilities: Entrusted analysis, testing services, entrusted experiments, verification services, etc.
Inspection and Testing: Product performance testing, material performance testing, indicator testing, standard system customization, software evaluation and testing, integrated circuit packaging and testing, etc., excluding mandatory testing and statutory testing required by laws, regulations, or compulsory standards, as well as other commercial activities.
R&D Services: Industrial product and process design services, integrated circuit design, computing services, etc. Projects that have already received provincial-level science and technology project funding in the previous year shall not be eligible for repeated support.
The innovation voucher shall be issued in the form of an electronic voucher. The total amount applied for by each enterprise annually shall not exceed RMB 200,000. The voucher is valid within the same year and is granted on a first-come, first-served basis. Any amount not redeemed upon expiry shall be automatically voided.
The redemption amount of the innovation voucher shall be 30% of the actual expenses incurred by the enterprise in purchasing science and technology innovation services, with a maximum cap of RMB 200,000.
Enterprises that have already benefited from innovation voucher policies at the municipal (prefecture) or county (city, district) level shall not be eligible for duplicate subsidies.
The Department of Science and Technology of the Province has entrusted the Hubei Academy of Scientific and Technical Information (hereinafter referred to as the "Provincial Information Institute") to serve as the implementing agency for the innovation voucher. Relying on the Hubei Science and Technology One-Network Integrated Science and Technology Service Platform (the "Innovation Voucher" module, hereinafter referred to as the "Service Platform"), the Provincial Information Institute is responsible for the specific operations including voucher issuance, acceptance, review and public announcement, redemption, and disbursement. At the end of each year, the Provincial Information Institute shall submit reports on the utilization of the innovation vouchers to the Department of Science and Technology of the Province and the Department of Finance of the Province respectively. Registration:
Eligible enterprises visit https://cxq.hbstd.gov.cn, upload required documents for registration.
Apply:
Approved enterprises log in to apply for the voucher.
Use:
Select services on the platform, schedule online or contact providers offline.
Submit for Redemption:
After service completion, submit redemption request online with contract, invoice, and service results. Service provider confirms online.
Review & Announcement:
The Provincial Information Institute reviews applications periodically. Approved redemptions are published on the platform for a 5-working-day public notice.
Disbursement:
After the notice period (no objections), funds are transferred to enterprises (quarterly disbursement).
